You get one more chance. If you fail the English test or the civics test at your first interview, USCIS reschedules you “to appear for a second examination between 60 and 90 days after the initial examination,” and only for the part you failed. If you fail any part again, the Policy Manual is blunt: “the officer must deny the application based upon the alien's failure to meet the educational requirements for naturalization.” A denial on the tests is not a bar. You can file a new Form N-400, with a new fee, and start again.
What counts as failing
On the 2025 civics test, nine wrong answers before twelve right; on the 2008 test, five wrong before six right. On the reading test, none of the three sentences read correctly; on the writing test, none of the three written correctly; and on speaking, an officer's finding that you could not understand and answer the questions asked in the course of the interview. Each part stands alone. USCIS's page says you are “retested on the portion of the test that you failed (English or civics),” so passing civics and failing the writing sentence means the second interview covers English only.
The second interview
The Policy Manual: “An alien has two opportunities to pass the English and civics tests: the initial examination and the re-examination interview,” and “USCIS reschedules the alien to appear for a second examination between 60 and 90 days after the initial examination.” The same lists apply, the same pass marks, and the same version of the civics test as your filing date requires. The officer may also finish any part of the N-400 review that was left open. The results notice, Form N-652, from the first interview shows which parts you passed, so you know exactly what is left.
Denial after a second failure, and refiling
“If an alien fails any portion of the naturalization test a second time, the officer must deny the application.” The denial notice explains the right to request a hearing on Form N-336 within 30 days, but a hearing reviews the decision, and a decision that you failed the test is rarely overturned. The practical route is a new N-400: a new fee, $760 on paper or $710 online at the time of writing, with a reduced fee of $380 for some and a fee waiver on Form I-912 for others, a new interview, and both tests again under the rules in force on the new filing date. Time as a permanent resident is not lost, and nothing in the denial prevents the new application.
Why people fail, and the fix for each
Civics: knowing the answers on paper but not hearing the question in the officer's English, or knowing 80 of 128 and drawing the wrong 20. The fix is to learn the whole list and to practise by ear. Writing: never having written the sentences from dictation; the fix is a sentence a day. Speaking: nerves, and questions about the N-400 that were not expected; the fix is to read your own form aloud and answer it. Sixty to ninety days is enough for all three if the days are used.
If the real problem was an exception you did not claim
Some applicants fail the English test who never had to take it: 50 or older with 20 years as a permanent resident, or 55 with 15, at filing. Others have a condition that would support Form N-648. If either applies, say so before the second interview; an interpreter can be brought for the civics test under the age exceptions, and an N-648 can be submitted for the retest. Can I appeal if I fail the citizenship test twice?
You can request a hearing on Form N-336 within 30 days of the denial, but the hearing reviews whether the denial was correct, and a documented failure of the test twice usually is. Filing a new N-400 is the route most people take, and nothing about the denial prevents it.
Do I have to pay again if I fail the citizenship test?
Not for the second interview; the retest within 60 to 90 days is part of the same application. If you fail again and the application is denied, a new N-400 carries a new fee, $760 on paper or $710 online at the time of writing, with a reduced fee or a waiver for those who qualify.
