Finnish citizenship test practice, ahead of March 2027

The amendments to the Citizenship Act enter into force on 1 January 2027 and apply to citizenship applications submitted on or after 1 March 2027, after a transition period. Migri expects the first test to take place in March 2027 and will publish details on preparing, test places and taking the test during autumn 2026.

Applicants aged 18 to 64 who apply for citizenship from 1 March 2027, unless they meet the civic-knowledge requirement another way: a Finnish- or Swedish-language matriculation examination in Finland, or a Finnish- or Swedish-language higher education degree in Finland. Derogations exist for health, disability or other very serious reasons.

Migri says the test is multiple choice, digital and taken on site, and that most of the answers must be correct; the number of questions, the duration, the pass mark and any fee are due in autumn 2026. The app's mock uses 30 questions, 45 minutes and 75% as a preliminary format and says so.

No. The questions can be answered in Finnish or Swedish. That is why the app is bilingual: learn the material in English if that is faster, then switch to Finnish, or show both side by side, so that the Finnish wording is familiar before the day. The separate language requirement for citizenship is YKI level 3, which is B1.

Yes, if you already meet the other requirements. Migri says applications submitted before 1 March 2027 in Enter Finland or at a service point are processed under the current Act, even if the identity appointment comes later. Applying before you qualify risks a negative decision, so check the residence, language and other requirements first.
