Which citizenship test do I take, the 2008 or the 2025 version?

The date USCIS received your Form N-400 decides, not your interview date. Filed before 20 October 2025: the 2008 civics test, up to 10 questions from a list of 100, 6 correct to pass. Filed on or after 20 October 2025: the 2025 test, 20 questions from a list of 128, 12 correct to pass. Your receipt notice, Form I-797C, shows the received date, and so does your USCIS online account. The English test is the same either way.

The rule, and where it is written

USCIS's study page: “Aliens who file Form N-400 to apply for naturalization before Oct. 20, 2025, will take the 2008 naturalization civics test. Aliens who file Form N-400 to apply for naturalization on or after Oct. 20, 2025, will take the 2025 naturalization civics test.” The Policy Manual chapter on English and civics testing carries the same cutoff and was updated on the day it took effect. Nothing in either turns on when the interview happens, how long the case has been pending, or which field office hears it.

How to check your filing date

Look at the receipt notice USCIS mailed after it accepted the application, Form I-797C, Notice of Action. The Received Date on it is the filing date for this purpose. If you filed online, the same date is on the receipt in your USCIS account. A paper application filed by mail counts from the day USCIS received it and accepted it, not the day it was posted, which matters for anyone who mailed an N-400 in the middle of October 2025.

Long waits do not move you to the new test

Naturalization interviews commonly come many months after filing, and a 2025 application can be heard well into 2026 or later. The version stays with the filing date, so a September 2025 filer interviewed in 2026 is asked up to 10 questions from the 100. USCIS keeps the 2008 list and its study materials online for exactly this group. Study the list that matches your date, and only that one.

Refiling starts the clock again

A withdrawn or denied application does not carry its date forward. A new N-400 filed on or after 20 October 2025 gets the 2025 test, even if the earlier one was filed under the old rule. The same applies after a denial for failing the test twice: the fresh application is examined under the rules in force on its own filing date.

I filed my N-400 in 2025 but my interview is in 2026. Which test?

If USCIS received the application before 20 October 2025, the 2008 test: up to 10 questions from 100, 6 correct to pass. The interview date does not change that. If it was received on or after 20 October 2025, the 2025 test.

Can I choose to take the 2008 test instead of the 2025 test?

No. The version is fixed by the filing date. The only shorter civics test is the 65/20 special consideration, which depends on age and years as a permanent resident, not on choice.
